THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and, by direction of the Earl of Crewe, forwards berewith, for the information of the Secretary of State, copy of a telegram from the Viceroy, dated the 10th February, 1911, and the reply, dated the 14th February, relative to the Burmah-China frontier.

February 10, 1911. BURMAH-CHINA frontier. Please refer to your telegrams dated the 31st ultimo and the 8th instant. Makawng has been reported by Hertz to be unsuitable as a post. I have accordingly authorised establishment of police post at Wanghte, subject to assurance that post can be maintained in rainy season. Wanghte is 40 miles by road from Seniku, and is situated on the river a few miles east of Nangu and 12 miles north of Makawng. Hertz reports, with regard to the administration of the country east of Win Maw range, that the villages on the River Ngawchang are friendly and that no trouble will be given by them, but that they are afraid of the Chinese. Supervision will be required over the Kang fang and Pien-ma groups of villages, as the Teng feng chief has in the past exercised some authority in a spasmodic way over these villages. Kang fang and Pien-ma should, in Hertz's opinion, be frequently visited by civil officer, and he proposes that for this purpose a mule track should be constructed from Wanghte across the Win Maw range to Htawgaw on the River Ngawchang, and that thirty mounted infantry, with mules, should be provided at the Wanghte post. A ferry and two permanent bridges would be necessary, as it would be required to keep this track open throughout the year. I have called for an estimate of cost of administering the whole area, which the Burmah Government are prepared to attempt from Wanghte post. I have agreed that Hertz, with the means already at his disposal, should at once improve the track between Pien-ma and Htawgaw.
